MEMORANDUM OPINION AND ORDER
QUARLES, District Judge.
This action under the Individuals With Disabilities Education Act (“IDEA”) 1 , is brought by a minor child, Christian Alexis (“Christian”), and his parents Nancy Bri-tos and William Alexis (collectively, the “parents”). The Plaintiffs seek reimbursement from the Board of Education of Baltimore County, Maryland and its superintendent, Joe A.
