MEMORANDUM OPINION
BENNETT, District Judge.
The Board of Education of Frederick County (“FCPS”) has brought this action under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400— 1487, against IS, a minor, and her parents, Steven and Kelli Summers (the “Parents”). FCPS challenges the October 17, 2002 decision of Administrative Law Judge Alan B. Jacobson of the Maryland State Office of Administrative Hearings ordering FCPS to fund IS’ placement in a private school for the remainder of the 2002-2003 school year.
