West appeals the superior court’s memorandum opinion ruling that certain attorney fee invoices of Thurston County’s insurer-appointed defense counsel did not meet the Public Records Act’s (PRA) 1 definition of “public records” because the County never physically received the invoices, was not responsible for paying them, and did not consider the invoices as part of any decision-making process.
