In these consolidated appeals, Cham-bersburg Borough (Borough) petitions for review of the Final Order of the Pennsylvania Labor Relations Board (Board) dismissing the Borough’s exceptions and making absolute and final the Proposed Decisions and Orders entered in Case Nos.
