OPINION
STRAS, Justice.
This case is about the proper classification of video data under the Minnesota Government Data Practices Act (“Data Practices Act”). See Minn.Stat. §§ 13.01-.90 (2014). KSTP-TV (“KSTP”) requested videos that contain recordings of two incidents involving the drivers of Metro Transit buses. Metro Transit, a division of Metropolitan Council, denied the request based on its conclusion that the videos contain non-disclosable, private personnel data on the bus drivers.
