Defendant-Appellant Doyne Bailey, in his official capacity as Administrator of the Texas Alcoholic Beverage Commission (the “Administrator”), appeals from the district court’s grant of summary judgment to Plaintiffs-Appellees C.A. Dickerson et al. (“Plaintiffs”).
