STEWART, Circuit Judge:

This is our second opportunity to consider the allegation that Attala County’s districting plans for the election of county supervisors and county constables dilute minority voting strength. 1 Plaintiffs initially alleged violations of both § 2 of the 1965 Voting Rights Act, 42 U.S.C. 1973, and the one person-one vote principle of the Equal Protection Clause of the Fourteenth Amendment.
