OPINION
HORN, Judge.
The United States Department of Agriculture, acting through the United States Forest Service (“Forest Service”), regularly contracts with private companies for the removal of stumpage in the woodlands under its control. On sales of merchantable timber removed, the Forest Service issues Bills for Collection on a regular basis to the purchasers. Those bills are calculated using the current contract rates for merchantable timber, and the volume of timber removed.
