This action was instituted under the declaratory judgment act to test the constitutionality of chapter 183, Laws of 1927, p. 219 (Rem. Rev. Stat., §§ 10185-1 to 10185-8 [P. C. §§ 3726-11 to 3726-18], inclusive), commonly known as the “basic science law.” Plaintiff alleged that the act is unconstitutional and therefore void because it violates the due process and equal protection clauses of the fourteenth amendment to the United States constitution and Art.
