MORGAN, Justice.

Appellant, State of South Dakota (State), appeals from a decision of the trial court which reversed the revocation of the driver’s license of appellee Dewey S. Rans (Rans). We affirm the decision of the trial court.

On June 30, 1984, Rans was riding his motorcycle from Aberdeen, South Dakota, to Britton, South Dakota, to attend the centennial celebration in Britton. While en route, Rans encountered mechanical problems with his motorcycle and was forced to attempt repairs along the roadside.
