This ease involves a federal civil rights suit brought by Plaintiffs-Appellants, Buckeye Community Hope Foundation, et al., against the Defendants-Appellees, the City of Cuyahoga Falls (“City”), et al., alleging that the City’s decision to allow a referendum to stay the effectiveness of Appellants’ lawfully approved site plan violated their constitutional and statutory rights.
