The petitioner1 asks this Court to review his conviction by general court-martial which was examined in the Office of The Judge Advocate General pursuant to Article 69, Uniform Code of Military Justice, 10 U.S.C. § 869.2 The record was not referred to this Court by The Judge Advocate General for review.
