OPINION
LOUIS H. POLLAK, District Judge.
Presently before the court are the City’s motions to dismiss these actions based on plaintiffs’ alleged failure to accomplish service in accordance with Rule 4(j) of the Federal Rules of Civil Procedure. These motions were submitted to Magistrate William F. Hall, Jr., for the preparation of a Report and Recommendation. Magistrate Hall, finding that “City defendants’ counsel had actual notice of these actions,” and that plaintiffs relied on their good faith belief that the Deputy City Solicitor “was authorized to accept service,” recommended that the…
