{¶ 1} This is an appeal that originated from a class action filed in the Cuyahoga County Court of Common Pleas by Michael A. Lingo, William C. Glick, and Gregory B. Williams against the state of Ohio, the Ohio Department of the Treasury, and Raymond J. Wohl, in his official capacity as the clerk of the Berea Municipal Court. The cause has reached this court with Glick and Wohl as the only remaining parties.
