FLAUM, Circuit Judge.

The Casteel and Ingram, appeals were consolidated to consider two questions regarding county jail inmates’ constitutional right of access to courts: the extent to which the requirements set out in Bounds v. Smith, 430 U.S. 817, 97 S.Ct. 1491, 52 L.Ed.2d 72 (1977) for prison authorities must also be met by county jail officials, and the applicability of the prejudice requirement under DeMallory v. Cullen, 855 F.2d 442 (7th Cir.1988). Both cases involve individual capacity claims against public officials,1 however, and therefore we must first resolve the qualified immunity…
