BAXTER, J.

Government Code section 11525 1 provides, inter alia, that if a witness subpoenaed to attend a hearing before an administrative agency refuses to respond, “the agency shall certify the facts to the superior court in and for the county where the proceedings are held. The court shall thereupon issue an order directing the person to appear before the court and show cause why he should not be punished as for contempt.” In this proceeding we are asked to determine what action the agency must take to fulfill its obligation under section 11525.
