OPINION
DAWKINS, Senior District Judge.
Plaintiff, Beaird-Poulan Division of Emerson Electric Company (Beaird-Poulan) brought this action under The Uniform Relocation Assistance and Real Properties Acquisition Policies Act of 1970 (The Act), 42 U.S.C.A. § 4601, et seq., to recover moving and relocation expenses from the Department of Transportation and Development of the State of Louisiana (DOTD). 1 Plaintiff also seeks an order of mandamus requiring the federal Secretary of Transpor tation to obtain assurances that Louisiana will comply with The Act.
