I. FACTS
This case is before the court on cross-motions for summary judgment. Robzen’s, Inc., claims the right to compensation for “moving and related expenses” incurred during a forced relocation from Wilkes Barre to Scranton pursuant to a condemnation of the company’s real property in 1977. The principal defendant, the United States Department of Housing and Urban Development (“HUD”), argues that the complainant has already received all appropriate payments authorized under state and federal law.
