BLACKMUN, Circuit Judge.

Norman Gene Sipes, 18 years of age, was charged by information with having in his possession in St. Louis on July 13, 1962, in violation of 26 U.S.C. § 5851, a certain firearm, with a barrel less than 16 inches in length, made in violation of § 5821. Sipes has been represented by court appointed counsel since the issuance of that information. In the manner prescribed by Rules 7(b) and 23(a), F.R.Cr. P., he waived indictment and trial by jury.
