RUTLEDGE, Associate Justice.

The appeal Is from a judgment which is the culmination of proceedings instituted by appellant in 1919 before the Secretary of the Interior to secure relief under the War Minerals Relief Act.1 That Act was amended several times to broaden the scope of allowable relief.2 By the Act of February *51713, 1929, provision was made for judicial review, theretofore entirely lacking,3 of the Secretary’s decisions upon questions of law in defined instances. 4 Under these Acts an award was made on September 14, 1933, and paid to appellant. 5 It did not include losses on account of…
