Before the court is a motion for summary judgment filed by Defendant River-ton City. (Docs. 25, 55.) Riverton City argues that the claims brought in this action by Plaintiffs Willis Lauritz Petersen, Jr., Leslee P. Christensen, Alan D. Petersen, Kristine Petersen Smith, and Dean B.
