This is an appeal of an order of the Secretary of Labor denying trade adjustment assistance to workers employed by Bethlehem Steel Corporation at its Baltimore Yards, one of several Bethlehem facilities in the Chesapeake Bay Area. Under Subchapter II, Part 2, of the Trade Act of 1974, 19 U.S.C. § 2272 (1975), 1 workers may be certified eligible for assistance if it is determined.(1) that a significant number or proportion of the workers in such workers’ firm or an appropriate subdivision of the firm have become totally or…
