MEMORANDUM OPINION

LAMBERTH, District Judge.

This case comes before this court on defendants’ motion to dismiss plaintiffs fourth amended complaint. Having considered defendants’ motion and plaintiffs opposition, this court hereby dismisses plaintiffs fourth amended complaint.

Plaintiff Leonard Rollon Crawford-El is a District of Columbia prisoner who was transferred out of the District’s prisons in 1988 and shuffled from facility to facility due to overcrowding in the District’s prison system.
