Plaintiff Citigroup Global Markets Inc. (“Citigroup”) seeks declaratory judgment and injunctive relief against defendant All Children’s Hospital, Inc. (“ACH”) to enjoin ACH from pursuing an arbitration brought *539by ACH in Florida. See Compl. ¶¶ 1-7, ECF No. 1 (Dec. 2, 2013). That arbitration was initiated by a Statement of Claim filed by ACH on September 30, 2013 before the Financial Industry Regulatory Authority (“FINRA”), captioned All Children’s Hospital, Inc. v.
