MEMORANDUM OF DECISION

This is a further chapter in the extended insolvency proceedings of Hopewell International Insurance Ltd. (“Hopewell”), a Bermuda company that reinsured captive insurers, some located in the United States. 1 In 1995 the Supreme Court of Bermuda sanctioned Hopewell’s Scheme of Arrangement, which is roughly comparable to a plan of reorganization in the United States, and in 1999 this Court, acting under 11 U.S.C. § 304, entered an order dated September 21, 1999 (the “1999 Order”) enforcing Hopewell’s Scheme in the United States.
