SELYA, Circuit Judge.
Over a decade ago, a Maine jury found petitioner-appellant Jeffrey L. Libby guilty of murdering his grandfather, and a state trial judge sentenced him to serve sixty years in prison. Since then, Libby has attempted on several occasions to mount collateral attacks on his conviction. The latest in this series of attempts took place against the backdrop of the Antiter-rorism and Effective Death Penalty Act of 1996 (AEDPA), Pub.L.
