NIEMEYER, Circuit Judge:

On July 22, 1998, Percy Harris filed this federal habeas petition to challenge his Maryland state court conviction. He filed his petition more than one year after enactment of the Anti-Terrorism and Effective Death Penalty Act of 1996, which established a one-year limitation period for filing federal habeas petitions, but less than one year after he completed state post-conviction review proceedings.
