MOORE, Chief Justice.

I. INTRODUCTION

The estate of Lawrence Lewis 1 (“Lewis”) appeals the denial of his application for limited entry permits for the Cook Inlet and Prince William Sound herring sac roe purse seine fisheries by the Commercial Fisheries Entry Commission (the “CFEC”). After the CFEC denied his application, a CFEC hear ing officer conducted an administrative hearing and affirmed the denial.
