OPINION

HORN, Judge.

This case is before the court on the defendant’s motion for summary judgment. The plaintiff, Blake Construction Company (Blake), a Delaware Corporation, brought this action pursuant to the Contract Disputes Act of 1978, 41 U.S.C. § 609(a) (1982) (CDA). The plaintiff alleges that the defendant, through employees at the United States Department of the Navy (Navy), directed it to perform work which constitutes a constructive change to the contract.
