This case comes before us on certification from the court of appeals. The State brought a civil action against Pharmacia Corporation ("Pharmacia"), alleging that the company reported inflated drug prices to Wisconsin Medicaid. A jury found Pharmacia liable for violating Wisconsin Statutes sections 100.18(1) (1992)1 — the Deceptive Trade Practices Act ("DTPA") — and 49.49(4m)(a)2. ("Medicaid fraud statute").
