OPINION

PARKER, Judge.

Neil Johnson brought a claim against Ramsey County and the State of Minnesota, alleging sexual harassment under the Minnesota Human Rights Act. He also brought an action against Judge Alberto Miera for battery and intentional infliction of emotional distress.

Miera moved for dismissal under Minn.R. Civ.P. 12.02(5) and for summary judgment. The trial court granted Miera partial summary judgment on the common law torts arising before November 6, 1984, ruling that the statute of limitations had run, and denied dismissal of the battery claim as barred by the Worker’s…
