The Philadelphia Suburban Water Company (hereinafter referred to as “Water Company”). was ordered by the Public Utility Commission to provide single-point water meter service to the Colonial Gardens Corporation (hereinafter referred to as “Colonial”) at its eleven-building apartment development in Yeadon, Delaware County, instead of under the contract theretofore in •force between Colonial and the Water Company, according to the terms of which eight of the eleven buildings were carried on one meter and three were individually metered.
