At issue in this declaratory judgment action is the constitutional validity of Act No. 418, 1973 S. C. Acts 730, as amended. Appellants specifically challenge the provisions of this Act which purport to: (1) diminish the territorial jurisdiction of -the Cooper River Park and Playground Commission [Commission]; and (2) transfer to the City of North Charleston [City] those assets of the Commission located within the City’s municipal boundaries.
