JACKSON, Justice.

In this case we consider whether the order by the North Carolina Utilities Commission (“the Commission”) approving a 10.5% return on equity 1 (“ROE”) for Duke Energy Carolinas, LLC (“Duke”) contained sufficient findings of fact to demonstrate that it was supported by competent, material, and substantial evidence in view of the entire record. Because we conclude that the Commission failed to make the necessary findings of fact to support its ROE determination, we reverse the Commission’s order and remand this case to the Commission so that it may enter sufficient findings of…
