MEMORANDUM OPINION AND ORDER

Plaintiff-Relator Patricia M. Carroll brings this qui tam action against Defendant Planned Parenthood Gulf Coast, Inc. (“Planned Parenthood”) under the False Claims Act (“FCA”), 31 U.S.C. § 3729 et seq., and the Texas Medicaid Fraud Prevention Act (“TMFPA”), Texas Human Resources Code § 36.001 et seq.
