MEMORANDUM OPINION

Plaintiff Kristopher Baumann (“Plaintiff’ or “Baumann”), Chairman of the Dis trict of Columbia Fraternal Order of Police (“FOP”) and an Officer of the Metropolitan Police Department (“MPD”), brings this action against the District of Columbia and Cathy L.
