Plaintiff Donald Tapp had been an at-will employee of the Washington Metropolitan Area Transit Authority ("WMATA" or "Defendant") for approximately 25 years as of February 3, 2015, when he was terminated *387from his position as the Superintendent of the Montgomery Bus Division for allegedly violating internal work rules. Shortly after Tapp's termination, WMATA's Metro Transit Police issued a "Be On the Look-Out" ("BOLO") flyer, warning the public that Tapp was no longer allowed on WMATA's property.
