Irwin A. Popowsky (Consumer Advocate) petitions for review of an adjudication of the Pennsylvania Public Utility Commission (PUC) approving a surcharge proposed by Pennsylvania-American Water Company (Utility) as an amendment to its tariff for wastewater collection service. Utility proposed the so-called Collection System Improvement Charge as the mechanism for funding infrastructure improvements to its wastewater collection systems.
