Plaintiff Eric Payne brings suit against defendants District of Columbia (“D.C.”) and Dr. Natwar Gandhi, D.C.’s Chief Financial Officer (“CFO”), alleging that the defendants violated the D.C. Whistleblower Protection Act (“DC-WPA”), D.C.
