OPINION
FIRESTONE, Judge.
The present consolidated actions were brought pursuant to the Contract Disputes Act of 1978, 41 U.S.C. §§ 601-613 (1994). The contractor, CJP Contractors, Inc. (“CJP”), was default terminated before the contract’s completion date for failure to make progress. In this action, CJP is seeking to convert the termination for default into a termination for the convenience of the government.
