MILLER, Judge.

On March 31, 1999, an opinion issued finding and concluding that Fru-Con Construction Corp. (“plaintiff’) failed to prove its case by a preponderance of the evidence and entering judgment for defendant. See Fru-Con Const. Corp. v. United States, 43 Fed.Cl. 306 (1999). Thereafter, on April 14, 1999, plaintiff moved for reconsideration pursuant to RCFC 59(a), (d), contending that the court should “alter and amend manifest errors of fact and law.” Plfs Br. filed Apr. 14, 1999, at 2.
