Attorney Earle Partington brought this action against the Judge Advocate General of the Navy and other naval officials, alleging violation of his constitutional rights in an administrative decision which suspended him from practice before naval courts. His action purported to set forth four causes of action. The district court entered summary judgment in favor of the defendant as to part of the action and dismissed the rest. Partington v.
