Several coal mine operators — Rosebud Mining Company, Parkwood Resources, Inc., Canyon Fuel Company, LLC, Mountain Coal Company, LLC, Bowie Resources, LLC and Peabody Sage Creek Mining, LLC (collectively, petitioners)— seek review of two orders of the United States Department of Labor (Labor) — per its Mine Safety and Health Administration (MSHA) — modifying the application of mandatory mine safety standards to their respective mines.
