This is an appeal from an order granting an injunction pendente lite, restraining the auditor of the city and county of San Francisco from issuing his warrant in payment for certain White automobile buses purchased by the board of public works of said city, after advertisement inviting bids, as directed by ordinance of the board of supervisors of said city. The main point involved in the case is the construction of the charter of the city and county of San Francisco with reference to the acquisition of equipment for the extension of a public utility owned and operated by the city.
