THE COURT.

This is a proceeding to review a recommendation of the Disciplinary Board of the State Bar that Richard Distefano be disbarred.

Distefano, a 33-year-old attorney admitted to practice in 1967, pleaded guilty in 1972 in the United States District Court for the Central District of California to three counts of violating 18 United States Code section 287, which provides, “Whoever makes or presents ... to any department ...
