WOOD, Circuit Judge.
Faisal Khan and his sister Mona Khan, citizens of Pakistan, obtained B1/B2 non-immigrant visitor’s visas to travel to the United States, purportedly for a two-month visit with their brother and his wife, whom they had not yet met. Immediately upon the arrival of the Khans and then-parents at Chicago’s O’Hare Airport, Faisal and Mona were detained by the Department of Homeland Security. (The status of the parents is not before us.) Faisal and Mona were placed in expedited removal proceedings and ordered to return immediately to Pakistan. Each filed a petition for review…
