Appellant, a security guard injured on the job at a United States naval station in Puerto Rico, brought this negligence action against the United States and others after he collected benefits under Puerto Rico’s workers’ compensation system. The United States District Court for the District of Puerto Rico granted summary judgment for the United States, finding that the United States was appellant’s “statutory employer” and thus immune from suit under the Puerto Rico Workmen’s Compensation Act.
