Petitioner Williston Basin Interstate Pipeline Company (“Williston Basin”) seeks review of multiple orders of the Federal Energy Regulatory Commission (“FERC” or “Commission”) in connection with a general rate increase filed by Williston Basin under § 4 of the Natural Gas Act (“NGA” or “Act”), 15 U.S.C. § 717c.
