WILLIAMS, Circuit Judge:

Stanley Jakubiak brought a sex discrimination suit pursuant to Title VII of. the Civil Rights Act of 1964, 42 U.S.C.A. § 2000e-16 (West 1994), against his employer, the United States Department of Defense (the Department). Specifically, Jakubiak complains that the Department hired a less qualified female applicant for a position to which he applied.
