In their second amended complaint, pro se plaintiffs George Milam Hall and Mary Milam Hall, his mother, allege that defendants Steve Doering, Bernard J. Lickteig, Mike Lickteig, Steve Lickteig, Kathy Feuerbom and Terry J.
